I don`t exactly remember in the video, but I think you mean to say something like widening of the line, or the entity. For that Type the command `PE` or `PEDIT`, then it `ll ask you something(I don`t remember), say `Y`. Now type `W` or `WIDTH`, enter the required value(note that it`s applied halfway both the sides along the normal direction to the entity. That`s done. Note that the entity should be either single or looped or block(ed) or polyline(d).
This drawing in not very accurate, when you draw the concentric circles then move them to position, you make a mistake, because the radius of the circles are not equal with the circumference of the big circle called: base circle. The corect radius of the concentic circles (if you really want to draw circles) can be calculated from this formula: x(t)=base.circle.radius*(cos(t.angle)+t.angle-sin(t.angle)), y(t)=base.circle.radius*(sin(t.angle)-t.angle-cos(t.angle)) in the descartes coordinate system. Again, its very close, but not the same. Thanks for the video btw.
I was thinking the same thing but I actually have no experience with involute gear profiles so I was half marveling and half questioning what the heck was going on.

Because nobody sees any point of drawing precise involute gear teeth on paper.
