People have unfortunately suffered brain damage and even death from playing this game. Now, according to this game one of the students (Hoshi I believe) played the Choking Game and, by theory, died from it. So, yeah, that was a thing, hope you enjoy the video a bit more with just a bit of morbid history under your belt. :]
I actually remember there being announcements about the detriments of the Choking Game such as what you are talking about bc someone at my school got hurt from it. I never participated but I distinctly recall some people I hung out with at least claiming that they had. There was a fainting one that came later (I think) that was similarly dangerous.

This is because they tamper with the frequency of several civil radios still in use in Japan. You can get jailtime for possessing those.
It's actually the shutter sound that is required on Japanese phones, requiring a flash would ruin everyone's photos of everything. It's not a law, phone manufacturers stopped selling phones where you could turn off the shutter sound to Japan to try to preempt a law being necessary.

They now number the episodes (series only) using hastags at the bottom left of the video. Hope this helps.
