I believe the floating villain Mio during her tarot reading portion is a parody of Grandmaster Meio from Strider. Especially after just now typing it out and seeing the "Mio = Meio".
In Mios tarot section, the black cloak with orange lining and orange sharp nails character is the main bad guy from Strider arcade. Funnily enough called Grandmaster Meio.

I think they try to reference the Mario Allstars version of SMB and SMB Lost Levels during the title screen, Fubuki's intro bit, ending of the song, and any part that has that style of sprites from the font of the hud elements. 2. During Fubuki's into bit (before pokemon) it is a massive reference to Mario from picking up and powerup and growing to goings down a pipe and stomping on the boss. 3. 4:02 at this point if you continue to listening to the instrumental of the song itself you can here the Underground theme from Mario play too as the say G.A.M.E.R.S. 4. Anytime they show the "Mario Paint" scenes, it also represents the Gameboy and its limited color usage and screen. (Why it looks green instead of normal) 5. The ending of the song is also a reference to the original Super Mario with the goal pole and fireworks sounds at the end and the idols cheering infront of a castle.
In particular that bit with fubuki and miteru might be a reference to the koopaling boss fights in Smb3, one of them had a room layout that was almost identical to the one seen in the video
