I believe there were only one or two agents who kept raising their arms to shield him, the others did nothing. As if they have never practiced this before.

I'm pretty sure former Presidents simply keep the team they had as President, with some reductions because they don't need as much protection.
As a candidate, Trump's team may have had additional people added. However, there are a lot of news reports that the Secret Service in general has been complaining about a lack of funding for a couple years.
Vice Presidents, spouses, kids, and visiting heads of state also get protection, although they lose it upon leaving that position. The White House and the Naval Observatory (VP's house) have ongoing Secret Service protection. There are a lot of teams.
