Well, they're similar but I would use them for different things. If I was making a phaser, I would use "Step" because it's quicker for me to hit a hard key than soft. The left/right step arrows would also work, and I use those to cycle through the steps if I'm editing the phaser outside of the phaser editor.

I don't understand how to make the step macro and how to put it in the view tab on the side
It's just a one-line macro with the command "Step" and then you "Assign" that macro to the view tab!
