I believe this is currently available for US-based tenants with plans to roll out to other locations. I’m not sure if there have been updates from Microsoft on non-US timelines yet.
What if I wanted them to comment in this document versus just signing? Some idiot at my company is attempting to replace my program here with PowerDMS selling dept heads that this does not allow comments and their's does. What's the answer on this?
Right now the only field options you have are for the signature, initials, or date. If there’s other data you want to collect on document as part of the esign request, right now SharePoint eSignature does not offer that possibility.

This is managed through the SharePoint Admin Portal - learn.microsoft.com/en-us/sharepoint/turn-external-sharing-on-or-off
