    Doesn't Brazil, Nigeria, Argentina, Australia, and Russia also provide for equal representation for states in the legislature?

      Yes, lots of countries have equal representation for subnational units (provinces, states, territories, etc.) in the upper chamber of the legislature. Where the US is unusual is in the fact that Article V of the US Constitution specifically prohibits this feature (the equal representation of the states in the Senate) of the US government from ever being amended.
