Since there is so much work on the electrical infrastructure, I would also recommend the Pakistani Government take a loan and buy the equipment from the Chinese brothers to upgrade the transmission infrastructure like installing smart meters that can show the energy usage real time, load/power management system with shutdown, etc. That way, when you all have to shed load, it can be applied surgically and not just everyone equally. Like you said, priorities should be given to business that generates jobs and income, hospitals, tourist areas, hotels, elderly homes, schools, restaurants, markets, grocery stores, offices. The government should work on the priority list, if it is not done already, on who get the first priority and so on based on the supply available. The government should also work with high usage customers to work out a plan on what to cut back during high demand/peak period to make good use of the system and, possibly, offer them incentives to move the work/usage to off peak hours.
