There was nothing for me in the ruins, no map, no items in corner while using the idol. Did see one NPC that told me to visit Chromie,so I did that. Then after getting back from Chromia, I abandoned quest, logged and accepted quest again. Now it is working.
Is there a dragon lying in the middle of the room? In that case take the quest from the NPC do it, at the end you will be told to talk to Chromie and after that it should be good.

Not sure if this is Bugged on EU servers or just for me, as I've tried to pick up this quest on 3 different character, but it's not available.
