Regardless of how rich your chairman is, there is a cap on how much money you can spend relative you what you bring in. So if City can bring players in cheap from the other teams that they own then it will be easy for them to pass FFP.

This isn't really a signing. Savio is already owned by the City group, so there isn't really an exchange of ownership. The group just moves players from one club to another within their construction, in exchange for a somewhat respectable transfer sum.
I don't necessarily approve of this method, but how is this different from Rb Leipzig signing players from Salzburg or Bragatino?
