Tyre pressure adjustment might make a difference to the headshake for sure.
My K sidecar had a 130/90-15 bike tyre on the front, if I kept the tyre pressure up it had no headshake with no damper fitted. If I let the pressure drop, it would shake. I read this as a response to a wider contact patch. With a square car tyre up front it always needed a damper.

The Triumph used to start shaking its head when the front tyre was getting towards its wear limits. This isn't like that though...It's more extreme than that. Oh well, I'll keep at it!

Just trying to compare your wobbly bemmer with my setup . The first is wide handle bars on my bike . And I`ve got 6 turnbuckles between the two frames and yeah I welded `em . I can still pull the bolts if I ever want to separate .Mine like yours does a lot of dirt and minor roads . I kept the original KN900 Kwaka forks and don`t use a damper , no need. Simple is good. As for the toe in ,see how much sidecar tire wear you get on the inside . It will always have a bit of wobble . I`d read that if you park it on level hard surface and let it roll without holding the bars and see where it goes . Should roll straight . Just some thoughts , hope it helps .

Trevor, thanks for your comments. Yes, wider bars are always better... just better leverage etc, but in this case the issue isn't really coming through the bars as such. At this point there is no wear on the inner side of the sidecar tyre, but that will become more evident if I can ever get the thing rideable enough to do some decent miles! I agree about steering dampeners.

That’s a weird issue. You’ll get there in the end. Can I ask if you’ve checked for play in the sidecar wheel, or suspension is if has any. Might be worth trying telescopic forks as you suggest. I’m guessing that some frames are more sensitive to leading links’s than others.

Thanks for the comments. Yes, I jacked up the sidecar and checked for play and movement in the sidecar suspension and wheel bearings etc. Minimal play or movement there. I think I'll contact the original owner/builder of this outfit and see if the leading link was on from the very beginning. I'd be curious to know. My old K100 outfit just used the telescopic forks and i hand no issues with it apart from the usual fork chatter at times etc.Well, I'll keep at it!

@@saxonost7 when I got my first outfit it was tired old xj600 with a Watsonianish perimeter frame and wooden steib style body. The engineering of the mounts was dire but once sorted it was ok and taught me a lot. Out the chair onto a 650 Bandit and had been looking for leading links but realised I didn’t need them. The only other thought I had was wheel balance but that would only get worse with increased speed. Think swapping to telescopic forks may be the way to go. Look forward to more content.

James, I realised one thing I haven't done is have a close look at the front rim.. see if it's not warped or buckled...
