@Edexmy kindly resolve this confusion as already mentioned by @muhammadumairaslam5004 in a comment, the Commissioner as replacement of Provincial Government, even in your previous lectures it's the same confusion. The same law on PLRA website is updated one having the term 'the Commissioner' at all such places. thanx
Commissioner Acts in the place of Provincial Government, when the case on companies is taken, but keep in mind, all Powers are to Prov Govt. Instead of in the hands of Commissioner as other than companies Commissioner is usually overall Decision taking Authority not Prov Govt here.
When Chapter of Companies Starts in Land Acquisition Act it is simply mentioned in the start, nothing is confusing here, please see the start of the chapter of companies, this is only for 1 chapter of the Land Acquisition Act not PLRA or anything else, all other things are the same , If still feel the problem contact at 03454329535
