Maybe Vinsmoke Judge already had the suits and was using then to conquer the north blue but they were operated by different people and he tried to perfect them with his children by making the perfect users for the suits.

Especially that Page One fighting Sanji is somewhat the same situation with Kaido fighting Luffy; in which that Kaido's destructive fighting Luffy was him rampaging while drunk, as which Page One was destructively fighting Sanji while he was "hunger-drunk" rampaging {i.e meaning he was rampage fighting while intoxicatingly-hungry}
If Law gets involved then all hell breaks loose and Kaido throws his full attention on them all and Law gets taken out as fast as Luffy did. Law knows Luffy can take care of himself even in prison.
