I would use the relic generals and/or the generals that you get from the stupid Shajar chest thing in the tavern, that way you wouldn't have to spend any gems. Overall though this is a very low BoA priority and I think that there is a risk that Evony will come out with special senate generals once they have fully beaten the duty general thing to death. So unless you are combining this with the ascend and dismiss trick in the BoA consumption event I wouldn't worry too much about it for anyone still adhering to a sane level of spending.
Still haven’t messed with senate much.. any downside to activating/promoting in senate? Is it something you should wait on to prioritize certain things? I haven’t upgraded anything yet lol

That's true, I wouldn't focus on tavern until you have your duty gens mostly done and your pvp gens done.

Most wall gens aren't characterized by a single troop type which is required for senate. Otherwise, it's just how evony made it 🤷♂️

You can always switch the senate around, but I think it's lower in priority to your wall gen and a lot of the duty gens
Defending.. means that are buffs working in-city and in a building .correct?
That include blazon too, defending can be wall gen that have main skill "leading the army" & some spiritual beast skill & seal
