it scrapes away electrons which are negative charges. You remove negative and you get positive. If you had the scraper be a metal or something more conductive than the outside it would add electrons. You would still get the same effect on hair though

In my opinion, it should be always positively charged because you need to ground the bottom part and you can't take protons from the ground you can only give electrons so if you give electrons to ground you can only stack up protons at the top.
