Tourists in The Netherlands usually are as well when our "air raid" siren goes off (it's not actually an air raid siren, it's meant as a public information siren during disasters like a big fire, chemical spill or basically anything that would require a big part of the public to take action immediately, that said, that have been very sparsely used even during very big fires with chemicals involved that would have basically necessitated the use of the siren).
