Who are prowling the streets of Accra? This is why you can never be too sure..

This is one of the strangers stories I have ever encountered, and more crucially, the thought that it happened not far away, but right here in Accra and to people that I am acquainted with makes my quest for validation even more urgent.
Are the dear departed, as I would call them, still near and able to, in a manner incomprehensible to us, make their presence openly and physically known to us?
This is a short story of true events that were witnessed by the wife of a work colleague, and it raises far more questions than it answers.
