With Frank i could see infect or plane walkers being the way to go, but you could do a big voltron strategy with him as well, load the deck with stuff like Undying evil, Trolls hide, And Feign death also traverse the outlands could see a place in the deck to help get round that casting cost, you could make it something similar to Yargle+Multani.

It's more or less the same but less sources of infect. Take out the non proliferate creatures and maybe the spells, not much aside from that. Still gonna be a proliferate/counters deck. Also from the fallout set is an artifact called c.a.m.p. which after paying six mana to cast and equip to a land gives you a +1/+1 counter and if the colors match a junk token. Repeatable counters on any creature and probable junk token for impulse draw is pretty solid if you want to run a more +1/+1 counters build
When playing Frank it is in fact mandatory for you to say, “Time to die” on ETB and attack.
