So basically, it was considered a disaster because all the balloons came down in their OWN town, lake and forest. As opposed to coming down in somebody else’s town, lake and forest, which would have been totally fine.
They would have exploded into tiny pieces most likely ended up in the ocean. Still bad but not as annoying or harmful as what actually happen.

I grew up in Cleveland and have never once heard of this. I guess it was such a colossal embarrassment that there was a gentleman's agreement to not even tell the next generation about it at all.

Yes even without the rain this is a horrible idea... Possibly even worse because then they would have made the full 2 million balloons, not "only" 1.4 million
Why fix city issues then we can release balloons
Technically speaking no animals would have died if the bloon went into the atmosphere. After hitting a certain hight it would have exploded into a bunch on tiny pieces.

Cleveland has tree. A lot. And when I say a lot, I mean a lot. The Greater Cleveland metropolitan area is known for having a very large number of parks, trails, playgrounds and reserves. As far as green space is concerned, it's actually one of greenest cities in the country. Seriously. No matter where you live, you can find a park or something with a very short walking or driving distance. So much so that locally the metroparks and connecting areas are know as the emerald necklace.
Cleveland may be known for river fires and bad things. But honestly, it's no where close to being as bad as the media loves to drum it up. Heck, they talk shit about the entire state of Ohio regularly. That is until an election comes and once again we're the great state of Ohio again........
One day, you should visit. It has a lot to offer. Or you can continue to believe the rhetoric from larger cities/media markets like New York, L.A. and Chicago that love to hate on smaller cities like Cleveland, Pittsburgh, Detroit, and so on.
At least the city doesn't smell like piss, and has hordes of homeless people roaming the streets like cities in California..... Ever been there? It's terrible.

Not because they are happy stories, but because the fact city leadership could approve such a stupid idea in the first place - people trusted with the authority to lead and help millions of people - makes me feel much better about my own intelligence. It is blatantly obvious that launching that many balloons in a dense urban area is going to cause chaos one way or another.
Sure, the rainstorm made it a lot worse, but even without a rain storm there isn't a guarantee that tons of balloons wouldn't have fallen back down and caused chaos.
You did a good job explaining things, in any case.
