So for a 10 cluster balloon column that will be inside a buliding, how many weights would be needed, or does the one do the job fine?

This is for indoor decor. For outdoor centerpieces I put one of these and I fill the bottom quad with sand, well not fill, but I put enough that it won't go anywhere. Maybe I will do a tutorial.

To add the salt to the bottle you use the funnel. Can be done without funnel too.
