If you calculate drawing power and base your financing on it, you can finance up to 40% of estimated sales as per guidelines. However, if you segregate fluctuating and permanent working Capital, you can provide a 20% limit for fluctuating working Capital only and can finance rest for permanent working Capital as per the working capital policy of the Bank.
