What's enraging about these EDD idiots, is that a few years back they denied me a legitimate claim after I was let go of a company. But they approved criminals with up to 70 EDD cards each. I had to wait 3 months to be denied. I appealed and had to wait another 3 months to go before a Judge to prove my identity, then I had to do an ID.me video call to prove my ID again. It was such BS.

I tried using EDD several times for job help. I was declared ADD disabled and given an employment counselor who never helped me get a job. The local college ended up helping me with a resume not the EDD. I got my own job. I have NEVER gotten a job through our local EDD. THEY'RE A COMPLETE FAILURE!!!!

I saw so many people do this and benefit, while those who actually needed it were denied and lost everything and still can't get anything. Even had covid...didn't get any of the housing assistance. Housing assistance agencies have disappeared from the county and voting facilities have replaced them. I work in social services and most of the agencies have been dissolved.
That happens when you have diversity in the country. I don't believe in diversity, why? Because, the foreigners they never are gonna love or to assimilate your country, at all.

Have you tried calling 10-15 minutes before the office opens? If you ever get the machine that asks if you want to get a call back, because of high call volume and long waits, don't hang up. On average, it won't take longer than 5 MAYBE 10 minutes max. If you call during normal hours, it will be almost impossible to get through but good luck; I hope you finally get what you are entitled to.

Same thing happened to me and I live in New Mexico. I filled an online fraud report, froze my credit, and reported an attempted identity theft with social security. When all that started our attorney general put out lots of great information about how to handle it.
It's also an ironic example of how a big banks greed bite them in the a$$. I'm sure when BofA agreed to handle debit cards for the state, they thought they would make some big $$ in fees. And deciding to issue the cheaper cards (with no RFID or Chip security) they would make a killing... but it came back to bite em, because ultimately BofA has to EAT that loss. Serves them right! As much as people talk down on California's government, I feel this would be a valid case for the USA federal government to handle; so why the lack of swift justice for all this fraud!? Well this documentary is calling the fraud the biggest fraud in California's history, but it is probably actually the biggest fraud in United States history. It was not just Unemployment. It was stimulus checks from the IRS, Small Business Loans and Employee Paycheck Protection Programs that were also defrauded during the pandemic. And, as I mentioned in my previous comment, there was so much fraud in Washington State EDD they had to call in the National Fraud to help combat it.

I know he was getting his SS thru direct deposit at his new address in a different state when he passed. Still got the 2 person stimulus check here!

I live in Indochina and many American Travellers / backpackers l met in watering holes, coffee shops, restaurants, etc were talking about ways to get hundreds of dollars if you had any friends In California or bank accounts in California even though they were actually overseas. Sounded like a great plan for boosting travellers resources. Later it became apparent travellers shouldn't apply if they weren't actually living in California. Seemed an easy thing to track: EDD + Overseas Withdrawals > potential fraud.

The EDD keeps approving the scammer even though I keep providing proof I am me living in the same place since 2017. The person changed my last name. It don’t even match my SSI number
The issue is that people at the EDD were told sometime in April 2020 to go in and just do a sweep to approve all EDD claims, obviously that would’ve included fraudulent claims. I would want to know who made that decision and I would bet it was based on pressure by outside entity such as the governor or his office in order to get in to people needed it timely. This is information I received directly from a representative at the EDD when I called to make an inquiry not related to my own claim but a business issue with employee claims.
EDD should have already had a computer system in place to flag/reject/investigate any household with the same address and/or the same name! That’s just common sense. No extra employees needed to flag. The computer does the job!🤷🏽♀️
That is most likely correct. Now the edd is finally looking into all the claims that were filed. It’s not the edds fault it’s the people who are running California. The edd was not equipped to handle this.

@@ramon2008 IT was totally EDD fault. Screening for fraud is exactly why they exist. And they decided to stop using the software company that could have stopped some of this. They saved $2 million a year but let fraud run up to $30 billion.
People were complaining that the process was taking to long during the pandemic so they decided to fastback every claim and pay it. Then go back and check to see what's real and fake. Wither way the public is complaining.
If they didn't speed up payments, this documentary would be about all the people who lost their homes or went into a diabetic coma because they couldn't afford insulin due to the payment delays. When this whole fraud story came out they tightened security and it took longer to get benefits. People affected by that change are also featured in this documentary. So what are they arguing for? Tightened security and thus slower payments or loosened security so people are paid faster - without having to sit on hold to verify their identity and claim with an EDD representative - the EDD not being staffed anywhere near enough to deal with the unprecedented demand. Direct trade-off between security and speed. Also, this $31 billion they are throwing around - did they recover any of i? These are electronic cards which could be deactivated.
It is sad to see institutions in this day and age with such messed by administration systems. I think Cali has brought this on themselves with such lacks requirements for local and state id systems.
Although controls on these Pandemic Unemployment Benefits were lax not only in CA but apparently across the nation as well, I just don't buy that this all happened as a result of individual criminals or even gangs of criminals. That this fraud started almost right after these benefits became available, and in such a massive amount suggests to me that someone with intimate knowledge of these vulnerabilities, perhaps even on the Fed Level was ultimately behind it. If this really did start at the local level, then it would've started off small and then quickly increased. But that's not the way it happened. Someone well versed in the weaknesses in the system of CA and other states must have been ready to pounce on this rare opportunity. THAT is where this "white collar" crime spree must have started, IMO.

I have so been wanting to comment on EDD thing. At the beginning of this I had a regular cab company I rode with any cab driver shared with me he regularly gave this stripper bar girl I guess you could say rides to work and she told him that her friend who was homeless would bounce from place to place whatsoever when she found out how much her friend was making on unemployment she filed and claimed she was also stripper which she was not and she was getting $600 a week yeah so if I just heard through the grapevine of one person about how many in my town alone we're doing that. Endless You know it's too bad they didn't investigate every person to verify especially in a small town that they were legitimately employed they should have been forced to show proof before they get a check.
"wow" it appear the same type of scam happened here in Canada. A lot of people were denied help and could not get help. Yet, big companies like Bell Canada who were profiting from the pandemic were able to get millions of dollars in these programs. When some people wanted an investigation into the fraud, the government stopped them and allowed them to keep the money and everything, while the average person never got any benefits.

I know that I, myself elected not to apply for benefits I was not allowed, but I also know people who did, and it seemed like the most people without fixed income were able to get about 14,000$, which is an insane amount, and while I don't agree with such egregious behaviour, it is easy to see why someone with nothing could be tempted, while just as the US case, I would like to know if the people who were benefiting for real, like Bell and Bank of America, whom they are very silent about. The banks work on fees, the reality that they will reap a fortune from this is quietly overlooked, but we may have a very different situation here up north, though I definitely agree, there was fraud here too. Expanding civil asset forfeiture is wrong, and I heard our government was considering this law, which is not good, even if we don't have as much problems with bad cops, they still exist.

I have a small business. I've paid thousands and thousands in taxes to EDD to the unemployment pool. I really want that money to go to people who need it... not scammers. So it is possible for any officer to ROB an innocent person using Civil Asset Forfeiture but it is NOT possible to use it on actual criminals. If that is not a great reason to wipe out civil asset forfeiture, then I don't know what is.
Here in South Africa. This is so normal. Hundreds of people working for the government are involved, creating ghost employees within government departments. If it is anything in the US like it is here, for sure they have people inside involved.
This crazy. I recently got laid off and started receiving EDD benefits. They told me I have to attend classes and go to some trainings to keep receiving my benefits. I got Covid and wasn't able to work for two weeks. I put the information on my paperwork, because I wanted to be truthful about not looking for work for those. And they completely denied me of all EDD benefits. I'm losing my apartment my car and can't pay my bills. I'm trying to fight it in appeal but the process takes five months. By that time I'll be homeless. Makes me so mad because people are taking advantage of the system and I'm being punished for it.
I live in Fresno and we had a vacant house for sale during COVID and the mailbox was being shot-gunned with mail for multiple EDD "applicants" using that address. Id estimate easily over 30. I called EDD, sat on hold for 2 hours, finally got thru and they coulda gave a 💩. Literally asked me what "and what do you want us to do about it"? I reached out to Jim Pattersons office too. They never got back to me. Just ended up shredding them. Then the overpayment notices started pouring in 🙄

The post office couldn’t return the letters back to edd so that it was at least in a safe place? A mail carrier didn’t look at the stack of envelopes and thought it was suspicious? It sounds like neglect on edd and the post office’s part.
The post office did exactly what they were supposed to do, take the mail to the address that the mail was addressed too. The EDD and the fraudsters are the ones who are at fault. The EDD had to know, the question is, were they encouraged to do it, and why? And it really makes me question the election now since state institutions can be this incompetent and reckless.

Second of all, shame on EDD for being aware of all the issues and acting like "nope, not our job to fix it." I get it, they had an OVERNIGHT surge in claims being made, but it sounds like the system was primed for insane amounts of fraud, and when this hit it was open season for the criminals. I feel truly bad for the people who needed benefits and never got them or were dinged for taxes on money they did not receive. In Canada, you just needed to make a phone call to get covid relief money. The instructions were to enter your social insurance number and keep hitting "1" until the end of the call We had lots of people do this, including those who hadn't worked in years and those on welfare and disability programs. One person I encountered immediately cashed the cheque for $4000 and kept collecting a total of $14,000. She has been on disability for several years and everything was covered. We had criminals here having a great time on the ill-gotten gains. I understand pimps were encouraging (insisting) their hookers to apply and share the proceeds with them. Good to see we weren't the only country to fall victim to this major scam. UIC ( the unemployment agency) did not ensure the applicants were qualified, and we paid a heavy cost.

My friend working at a car dealership in Lancaster CA had people coming in every single day buying cars with cash during the pandemic.
The trouble with public employees many are lazy, arrogant and crooks.
There are no words to adequately sum up this level of incompetency on so many levels.
I had to wait 3 months to be denied. I appealed and had to wait another 3 months to go before a Judge to prove my identity, then I had to do an ID.me video call to prove my ID again. It was such BS.

I tried using EDD several times for job help. I was declared ADD disabled and given an employment counselor who never helped me get a job. The local college ended up helping me with a resume not the EDD. I got my own job. I have NEVER gotten a job through our local EDD. THEY'RE A COMPLETE FAILURE!!!!

I saw so many people do this and benefit, while those who actually needed it were denied and lost everything and still can't get anything. Even had covid...didn't get any of the housing assistance. Housing assistance agencies have disappeared from the county and voting facilities have replaced them. I work in social services and most of the agencies have been dissolved.

Have you tried calling 10-15 minutes before the office opens? If you ever get the machine that asks if you want to get a call back, because of high call volume and long waits, don't hang up. On average, it won't take longer than 5 MAYBE 10 minutes max. If you call during normal hours, it will be almost impossible to get through but good luck; I hope you finally get what you are entitled to.

I received a letter from EDD last year, requesting more information. I live in Louisiana. I went online and filed a fraud alert on the EDD website.
Same thing happened to me and I live in New Mexico. I filled an online fraud report, froze my credit, and reported an attempted identity theft with social security. When all that started our attorney general put out lots of great information about how to handle it.
It's also an ironic example of how a big banks greed bite them in the a$$. I'm sure when BofA agreed to handle debit cards for the state, they thought they would make some big $$ in fees. And deciding to issue the cheaper cards (with no RFID or Chip security) they would make a killing... but it came back to bite em, because ultimately BofA has to EAT that loss. Serves them right! So this is Karma for them.

Well this documentary is calling the fraud the biggest fraud in California's history, but it is probably actually the biggest fraud in United States history. It was not just Unemployment. It was stimulus checks from the IRS, Small Business Loans and Employee Paycheck Protection Programs that were also defrauded during the pandemic. And, as I mentioned in my previous comment, there was so much fraud in Washington State EDD they had to call in the National Fraud to help combat it.

I know he was getting his SS thru direct deposit at his new address in a different state when he passed. Still got the 2 person stimulus check here!

I live in Indochina and many American Travellers / backpackers l met in watering holes, coffee shops, restaurants, etc were talking about ways to get hundreds of dollars if you had any friends In California or bank accounts in California even though they were actually overseas. Sounded like a great plan for boosting travellers resources.
Later it became apparent travellers shouldn't apply if they weren't actually living in California.
Seemed an easy thing to track: EDD + Overseas Withdrawals > potential fraud.

The issue is that people at the EDD were told sometime in April 2020 to go in and just do a sweep to approve all EDD claims, obviously that would’ve included fraudulent claims. I would want to know who made that decision and I would bet it was based on pressure by outside entity such as the governor or his office in order to get in to people needed it timely. This is information I received directly from a representative at the EDD when I called to make an inquiry not related to my own claim but a business issue with employee claims.

EDD should have already had a computer system in place to flag/reject/investigate any household with the same address and/or the same name! That’s just common sense. No extra employees needed to flag. The computer does the job!🤷🏽♀️

@@ramon2008 IT was totally EDD fault. Screening for fraud is exactly why they exist. And they decided to stop using the software company that could have stopped some of this. They saved $2 million a year but let fraud run up to $30 billion.

People were complaining that the process was taking to long during the pandemic so they decided to fastback every claim and pay it. Then go back and check to see what's real and fake. Wither way the public is complaining.
If they didn't speed up payments, this documentary would be about all the people who lost their homes or went into a diabetic coma because they couldn't afford insulin due to the payment delays.
When this whole fraud story came out they tightened security and it took longer to get benefits. People affected by that change are also featured in this documentary.
So what are they arguing for? Tightened security and thus slower payments or loosened security so people are paid faster - without having to sit on hold to verify their identity and claim with an EDD representative - the EDD not being staffed anywhere near enough to deal with the unprecedented demand. Direct trade-off between security and speed.
Also, this $31 billion they are throwing around - did they recover any of i? These are electronic cards which could be deactivated.
It is sad to see institutions in this day and age with such messed by administration systems. I think Cali has brought this on themselves with such lacks requirements for local and state id systems.

Although controls on these Pandemic Unemployment Benefits were lax not only in CA but apparently across the nation as well, I just don't buy that this all happened as a result of individual criminals or even gangs of criminals. That this fraud started almost right after these benefits became available, and in such a massive amount suggests to me that someone with intimate knowledge of these vulnerabilities, perhaps even on the Fed Level was ultimately behind it. If this really did start at the local level, then it would've started off small and then quickly increased. But that's not the way it happened. Someone well versed in the weaknesses in the system of CA and other states must have been ready to pounce on this rare opportunity. THAT is where this "white collar" crime spree must have started, IMO.

At the beginning of this I had a regular cab company I rode with any cab driver shared with me he regularly gave this stripper bar girl I guess you could say rides to work and she told him that her friend who was homeless would bounce from place to place whatsoever when she found out how much her friend was making on unemployment she filed and claimed she was also stripper which she was not and she was getting $600 a week yeah so if I just heard through the grapevine of one person about how many in my town alone we're doing that. Endless
You know it's too bad they didn't investigate every person to verify especially in a small town that they were legitimately employed they should have been forced to show proof before they get a check.

I know that I, myself elected not to apply for benefits I was not allowed, but I also know people who did, and it seemed like the most people without fixed income were able to get about 14,000$, which is an insane amount, and while I don't agree with such egregious behaviour, it is easy to see why someone with nothing could be tempted, while just as the US case, I would like to know if the people who were benefiting for real, like Bell and Bank of America, whom they are very silent about. The banks work on fees, the reality that they will reap a fortune from this is quietly overlooked, but we may have a very different situation here up north, though I definitely agree, there was fraud here too. Expanding civil asset forfeiture is wrong, and I heard our government was considering this law, which is not good, even if we don't have as much problems with bad cops, they still exist.

So it is possible for any officer to ROB an innocent person using Civil Asset Forfeiture but it is NOT possible to use it on actual criminals. If that is not a great reason to wipe out civil asset forfeiture, then I don't know what is.

Here in South Africa. This is so normal. Hundreds of people working for the government are involved, creating ghost employees within government departments. If it is anything in the US like it is here, for sure they have people inside involved.
This crazy. I recently got laid off and started receiving EDD benefits. They told me I have to attend classes and go to some trainings to keep receiving my benefits. I got Covid and wasn't able to work for two weeks. I put the information on my paperwork, because I wanted to be truthful about not looking for work for those. And they completely denied me of all EDD benefits. I'm losing my apartment my car and can't pay my bills. I'm trying to fight it in appeal but the process takes five months. By that time I'll be homeless. Makes me so mad because people are taking advantage of the system and I'm being punished for it.

I live in Fresno and we had a vacant house for sale during COVID and the mailbox was being shot-gunned with mail for multiple EDD "applicants" using that address. Id estimate easily over 30. I called EDD, sat on hold for 2 hours, finally got thru and they coulda gave a 💩. Literally asked me what "and what do you want us to do about it"? I reached out to Jim Pattersons office too. They never got back to me. Just ended up shredding them. Then the overpayment notices started pouring in 🙄
The only people who will ever go to jail over this will be those who don’t pay that tax bill. Zero people in gov or the actual scammers will go to jail.

If it was someone who was legitimately supposed to collect unemployment and the government made a mistake and cut them off, those innocent people probably got arrested or had their lives ruined.
Hopefully not, I don't think there have been many arrests but false would be one too many.
The post office couldn’t return the letters back to edd so that it was at least in a safe place? A mail carrier didn’t look at the stack of envelopes and thought it was suspicious? It sounds like neglect on edd and the post office’s part.

The post office did exactly what they were supposed to do, take the mail to the address that the mail was addressed too. The EDD and the fraudsters are the ones who are at fault. The EDD had to know, the question is, were they encouraged to do it, and why? And it really makes me question the election now since state institutions can be this incompetent and reckless.
The carrier’s job is simply to deliver. The mail is sorted at the postal station by machines. It’s not the fault of USPS.

at my office, I was receiving at least 6 envelopes a day which I was sending back to the sender; I knew it was fraud!!!! Our unemployment insurance is to the roof!!!! thanks a lot state employees which shows one more time how incapable to do your job properly. In private sector, we are accountable, big difference!!!

I know a bar owner who received nearly $2 million PPP loans that are forgiven or barely any payments. His bar thrived during Covid. Didn’t need money at all.

I received multiples EDD mail seven different names. I send all back to EDD fraud department it cost me $5.60 at postal office
My neighbor got several and I took them to the post office, wrote Fraud and return to sender, cost us nothing.

First of all, really good to see hardcore investigative journalism like this. This is the kind of journalism we need more of showing things for what they are and going from there.
Second of all, shame on EDD for being aware of all the issues and acting like "nope, not our job to fix it." I get it, they had an OVERNIGHT surge in claims being made, but it sounds like the system was primed for insane amounts of fraud, and when this hit it was open season for the criminals. I feel truly bad for the people who needed benefits and never got them or were dinged for taxes on money they did not receive. This is yet another example of the state government being so out of touch with reality and when things happen they act stupid and try to point fingers vs going "hey, we messed up, sorry."
The worst part of all of this is the economy never needed to shut down. It aggravates me to no end. I swear it was the beginning of a larger plan we have yet to see completed.
In Canada, you just needed to make a phone call to get covid relief money. The instructions were to enter your social insurance number and keep hitting "1" until the end of the call We had lots of people do this, including those who hadn't worked in years and those on welfare and disability programs. One person I encountered immediately cashed the cheque for $4000 and kept collecting a total of $14,000. She has been on disability for several years and everything was covered. We had criminals here having a great time on the ill-gotten gains. I understand pimps were encouraging (insisting) their hookers to apply and share the proceeds with them. Good to see we weren't the only country to fall victim to this major scam. UIC ( the unemployment agency) did not ensure the applicants were qualified, and we paid a heavy cost.
