You zhong have 80% attack speed ratio so instead of 20% for SH he get only 16% so go for dominance ice

It depends on your opponents if the opponents are tanky or had more hp than you you better go for sea helbard, just use dominance ice when your enemy rely mostly on basic attacks and not a tanky champion
