Hey, what if you would let him or Granger to chase you all the way to the place where Jim Boy and Levin sitting? Or knock one of them out and take him to them, just like the State Marshall. Or even other thing - knock Flaco out and take him to the Granger.

You meet callowayvand his writer in the saloon in valentine. Not the bar that lenny and you go to get drunk but the other one, it should be available in chapter 2 but if not three, but just keep checking back at that bar here and there and the mission will open up for you, all you have to do is pull out assorted pictures of each gun slinger from your inventory and its all easy from there

"without weapons" means "with weapons already holstered"
