baldur did not one shot the world serpent, from what i have seen it took at least three powerful blows to knock out the world serpent. and the world serpent was asleep for god knows how long , and lets not forget in the final boss the world serpent got back up more pissed.

And there isn’t anything saying that he wouldn’t have been ready for round two if he was still fighting Thor and wasn’t displaced through time.

In the game, Baldur stats that he is a nice guy compared to his brother thor showing that thor is stronger. In the final boss when the world serpent got back up he was able to stager and ragdoll thamul a giant so powerful that according to Mimir would have killed thor in their fight if it weren't for his luck.
