I've heard it's called a "New York crossing" because in big cities the traffic is so bad to get across streets you have to cross when you can then stop in the middle between the lanes then finish crossing when you get the chance across the other lane of traffic . Basically "leap frogging" through. Dangerous but only way pedestrians can cross so much traffic with so many lanes
People walk out into the road because there is a law in place saying the pedestrians have the right of way. It's the law for cars to stop in the middle of the road and give way. When you see the small stop sign that says pedestrian, you should only stop when you see a pedestrian ready to cross. Sometimes they cross into traffic expecting you to stop. They probably think you're rude for not stopping. Pedestrians have the right of way even without a stop sign. It's also courtesy to stop and let them pass even when there isn't a stop sign present. It's simply a different culture. What seems strange or rude to you is normal to us. Similar story when you visit a foreign country

Peds have the right of way...ugh. When you visit another area of our beautiful United States of America, which is much like traveling in Europe, respect the people, laws, and customs. Oh, after a new administration. $3.75 for gas? That was just the beginning. Remember when we had energy independence? Now, $8/gallon?
