Compatability mode method did not worked for me but your second way to download dll files and paste it in the game folder worked for me but after applying your second method the game mouse not working but i fixed it from another video of youtube.

for anyone who doesnt have the compatability option, here is another option. If you go into the game files, there should be a file that reads "testapp" with the gta vice city icon. click on it, and the game should start up. once you are in the menu screen go to display settings and set it to 1920 x 1080 x 32, this should make it so you shouldnt get the 640x480 error, and you can just open it from your desktop.

When I go into properties it gives me the categorizes General, Sharing, Security, Previous versions, and Customize. It doesn't have a compatibility option .

1. Is your Grand Theft Auto Vice City is genuine? (Not Pirated).
2. Have you installed Grand Theft Auto Vice City properly? (Not using already installed game files).
3. Your Windows OS is having the latest updates.

One window will pop up
Choose YES/NO
Now select System Tab
At the end of System Information
You will find your DirectX Version
