So I'm getting into Warhammer 40k. How come there are weird restrictions on what can be played with what? If I wanted to make a weird army with five different legions, am I allowed?
Not really, if the models have the chapter specific keywords, such as Deathwing Knights or ICC, then you can only take other models with the same Dark Angels keyword. You wouldn't be able to take other characters or chapter specific models, but you can take the non-chapter specific units from the Space Marine Codex. I think they have the restrictions to keep armies thematic if you're taking one of the specific chapters.

Are you allowed to field 4 deathwing knights squad and 4 ICC squads?
Only 3 units of each, but while the deathwing knights are taken in squads of 5 the ICC can be taken as squads of 3 or 6
