It is very very strong, though most T4 tomes are. It offers a nice mix with the 2 enchantments for offense and defense, the siege project and combat spell are both absolutely insanely top tier. Terraforming to desolate isn't the best, though the pillage reward is nice, and the Calamity Dragon is solid though a very costly spell both in resources and having to pillage your own land. It's definitely rewards a much more aggressive playstyle and leans towards Chaos perks, but its a great choice if you are on the war path
