These are people who do not want to be housed by the city. They don't want the rules and regulations that come with city provided or organization provided housing. Having to be in at a certain time each night, possible drug testing, etc.

I was in the Pollo Asado on Canal St. enjoying a lunch after a very very difficult morning and in walks a beggar asking every patron for a dollar. Once he got a dollar he left. It is so so annoying. I am struggling to pay my bills. That beggar only sees that I am enjoying an $ 18 lunch.
