Mercenaries usually complete the role of soldiers Kal Skirata is a good example of a mandalorian mercenary he never really hunted down individual targets he would instead participate in battles across the Galaxy before eventually training the clone commandos. Whereas a bounty hunter is more like a privatized space cop on the surface they might wear similar gear and have similar weapons but their role is entirely different

No doubt that the Guild is by far the most powerful organization in the Galaxy and no doubt they had a lot of clients who no doubt had more than enough credits to hunt down anyone in the Galaxy.
Although an influential organization I wouldn’t consider the bounty hunters guild the most powerful entity in the galaxy only because they were not allowed to independently decide neutrality during the Imperial period. Bounty hunters should be neutral and only work for the highest bidder but the Empire regulated that no guild members were to work for Rebels even if the pay being offered by the alliance was enticing which explained why Boba always refused to accept payments when Leia offered him countless times! Other organizations were so powerful that the Empire had no choice but to allow them to be neutral and could not punish them even if the Empire wanted to. These organizations included the InterGalactic Banking Clan which was the only CIS corporate entity to escape punishment from Palpatine because doing so would cripple the entire Galactic economy. Even after Palpatine’s death Muunulist remained a member of the Imperial Remnant but started backing the New Republic credits which angered the Imperial Remnant but there was nothing they could do about it and allowed Muunulist to continue doing business with the New Republic. Another entity would be the Bothan Spy Networks which were information brokers that both the Empire and Rebel Alliance used. Due to the nature of Bothan Information brokerage they were able to remain neutral and the Empire respected their independence instead of regulating them to exclude rebel clients!

My PC, " You give me the commanders to make it sound like I know what I am doing and I given my extra x4 profit to Fett with I'm So Sorry Letter." It was a hard fight but we kicked azz. Then the special day happen where my PC met Boba Fett and he just stared at my PC, I buckle and said I'm sorry I can explain and I will pay you extra to make it up to him. Boba Fett, " Stop telling people You Are Not Me, and I need to be in two places at the same time .. partner." My PC .. " .. Sorry , I'm a rockie and you are my Boss, you get 85% of profit." Boba, " No you get 40%." My PC, " Deal." ... OMG, Vader scared the zhit out of my PC. In Legends Boba Fett became Mandalor, so my gaming group worked on creating a back story where he was slowly spending thirty years in creating his own private army. Leia shot my PC around a dozen times and Force Choke can be used as an untrained force skill, The Princess did not like my jokes about her being a Wookie.
