Absolutely. It all depends on where you are coming from. I was moving from NY, so prices there are 2200+ for studio and 1 bedrooms. If you look at apartments on the outskirts of Houston like Katy, Sugarlands, Woodlands you'll find apartments cheaper than 1800. You may also be able to catch a deal if you find a "newer" apartment.
