Outliers are values in a set of data that are very different from the rest of the values. They can be significantly bigger or significantly smaller than most of the numbers.
It is also good to note that outlier analysis is very important and can skewer data wildly. For example in my country, we have a large number of people who earn a few dollars a day, while we have some people who own helicopters.
While 29 is a bit higher then what would be considered average it's definitely not an outlier but judging by 36 being the age of a graduate I'm assuming that we're probably counting people who at some point dropped out and got there G.E.D or whatever into the equation.

It didn't - that was an example of an outlier which turned out to be an error.
