Benjamin is desperate knowing he's going to die so he's planning on putting the blame and terrorsandwich which will kill 2 birds with one stone. His plan is killing every prince so that the only one left to the throne would be his child. this is my theory but I think benjamin might survive due to the fact that Kurapika and tubbepa might create a cure using tubbepa's nen beast to create a stalemate since kurapika is planning on dragging this war as long as possible. Benjamin being indebted to kurapika and tubbepa will not touch the 14th and 5th prince

It is not Halkenburg, to begin with Halkenburg needs to be with faithful companions to use his ability, and in Balsamilco's body he will not be able to do it easily, he used the biological weapon TSK-17 on Benjamin by tricking him and going to see him directly. We are also told in chapter 402 that the biological weapon takes 12 hours to kill and Benjamin says "from the onset to confinement it's 10 hours! Then 2 hours until death" (the 12 hours of the effect of the weapon). By seeing himself infected he is trying to end this with the time he has left to live. Also, Halkenburg's ability is his nen beast's ability, and one of the rules is that a guardian nen beast cannot directly attack a person protected by a guardian nen beast

She wanted the X card to cancel the game, but since she cheated to do so, the ability made her only able to choose Yes and No... and no will be her death.
Morena has a failsafe in case someone tries to cheat the game (which borksen did) that makes it so the only choice becomes yes or no. so essentially forcing bork to either join or die.
