i live in the south and the reason i don't like a open screen bottom board is ground humidity, they if you just make a box and put #8 hardware cloth on top with the tray of cooking oil closed in . SO I CALL IT A SHB SCREEN BOTTOM OIL TRAP IS THE WAY TO GO! I've used my ideal for 2 year now, and in winter too. AND I HAVEN't SEEN A SHB, WAXMOTH, AND MITE in 2 years I'am WORRY FREE!, they all drown in the cooking in the oil tray! Plus its easy to service as well
I have been busily designing my own bottom boards and this was helpful. It gave me ideas to think about. Meanwhile I am designing the "landing board" area of my bottom boards to slope away from the entry. Your discussion of water sneaking in has led me to reconsider where that slope starts to include at least half of the thickness of the front of the hive box. My landing platform is only going to be about 1 inch wide but it can have a decent slope to it since even a paint stirring stick would be plenty strong to hold up a few bees that have recently landed. I have no intention of extending my dadoed side boards beyond the hive itself so my landing area should drain off rather well even in a downpour. I might even slope the ends that stick out from under the hive body to the sides like a hip roof shape.

For NW climates, is a screened bottom board appropriate? Seems this would reduce standing water problems.

A good shelter or roof obviates all else.
So you don't worry about the windows and doors of your house being watertight?
I might suggest that you cut off the board entrance and screw it...
