At the end when his hair is back, i think it shows that for all his efforts and for the impact he thought he had made, he didn't really accomplish anything and he ends up back in depression and xxxcidal ideation after it's all said and done. I know that is really dark but if you study his other lyrics written around the same time, he would often get kind of 'stranded' in this place that was like late afternoon and the night is this inevitable fact, fast approaching. A lost hopeless sort of baseline that I think he was existing in at the time he wrote this. This fear of the night embodies all the existential dread he was experiencing and the sense of doing stuff that's actually not happening is what the moment where he removes the balaclava and his hair is still there shows; this is I think further proven by him standing then falling in a death drop at the end. Because at this time, the way Tyler wrote was always as if death were his only constant companion and he is showing that he realized it wasn't real and so if given the choice, he would choose death.
