Maybe the decision to release occupied nations got messed up cuz you formed Yugoslavia? As forming nations isnt exactly a common thing in Kaiserreich, maybe the change of tag and stuff affected the trigger to liberate the territories?
Truthfully I think Bulgaria is one of the best developed countries in both Kasiereich AND Vanilla. Both trees manage to be both powerful and balanced with a nice amount of content. And they both have the advantage of not being buggy as hell using experimental mechanics like other countries.

You can now no longer release nations if you’re still at war with someone on the same continent as the releasable nation. Also, Bulgaro-Slavia can’t core Serbia. It’s intended to be like that.
