This is a common problem with iPads and there are a million How-To videos that have the same basic content for the average device, i.e., closed unused apps, restart your device, forget the network and reconnect. I wish someone would just assume that most people would know this and have done that before searching for new solutions. It is like they are assuming your grandma is using the iPad and they are stuck and have no basic experience with the device.
My ipad does not access the net without a vpn, when on verizon. Not all the vpns let me get on the net. Sometimes I have to use 2 at once in settings. My home wifi is great.

I notice that ipad connection is way slower than my Android Tablet. I recently am using Samsung Tab A8 with Spen and when i open youtube with that, it automatically run 720p on it, but when i try with iPad , geeez, it runs 144p!! wtf with that? My Macbook doesn't share the same problem with the iPad, it's only the iPad. I think im gonna switch to Tab S6 asap. Im stressing out.
What's your ipad? I generally have bad internet and my Android phone connects easily while my ipad mini 2 can't connect I was thinking about getting an ipad 10.2 but I'm afraid it would be useless and won't connect
when i use the speed test on my phone its around 150 download and 150 upload when my dad does the speed test with his ipad using the same internet he get 0.72 download and 10 upload anyone have any thoughts on why

Try to Forget the Network and Join Again, Reboot Your iPad, Reset Network Settings on iPad, check with apple

What if you have no wifi but a Verizon carrier
LTE can sometimes run a lot slower than WIFI depending on your location. When you can I would default to the WIFI connection.
