Wheel slip. It happens when the load on the locomotive is really high. Sanding is done to overcome it. But doesn't look like the case here. Probably some other cause for the wheelslip

If it is loco pilot fault, then both of the engines would have wheel slip. Only one engine has wheel slip while other doesn't
