If you’re expecting a massive amount of rain before they’ve sprouted, you could cover them to avoid them sitting in water for too long. Tulips actually need chill time before sprouting. I wouldn’t worry about cold temperatures if they don’t have blooms.

You should not leave it out in the rain or the dirt will get flooded which can be harmful if the soil is to wet
