This has made me question why Ewan McGregor wasn't edited into Return of the Jedi...
Because Obi-Wan has more lines and appearances than Anakin. If they wanted him in as Obi-Wan, they’d need to put him into Empire as well. Besides, even if they did do that, he wouldn’t be recognizable as Obi-Wan, since we saw his older self already.
Basically because Obi-Wan died as an old man. Anakin (not Vader) died on Mustafar
Only Jedi's have ghost abilities which were found by Qui-Gon Jin and teach Both Yoda & Obi-Wan and Obi-Wan probably teach Anakin or he is a special case since he's the chosen one. Also, Anakin died as a Jedi right after he became Palpatine's Apprentice.

No that's Seth MacFarlane. Literally the majority of all male characters are voiced by MacFarlane. There's even a video showing him the booth voicing the character.
