There is only one dancer that comes to mind who is a better dancer and that is BoA and she's like god tier dancer, if Minzy and Hyo are the representative kpop dancers then BoA is like a god and her influence on these 2 could be felt. Those 3 are the best Dances in kpop right down to the very drop of the beat and there's nothing in kpop like these 3 in terms of dancing. Everyone else falls behind these 3 by a large margin, with Hyo and Minzy trailing only slightly behind BoA in terms of stamina, and influence on what she has done for dancing in kpop. Hyo and Minzy are some of the greatest dances in the whole dance industry though.
You are stuck in 2nd gen prejudices, Lalisa can out dance both these girls, and so can at least a dozen others of modern Kpop or just about any pop. Hyeon is still ranking tops, but Minzy is 2010 material.

There are a lot of great dancers in female idol category, we cannot deny that but currently, as much as I love a lot of them, no one could ever top the skills (precision, flexibility, control, dynamics, and etc) of Minzy, Hyoyeon and BoA. These three are just bars higher than anyone right now.
It's really hard to choose between the two. Both are very good dancers and can perform barious genres of dance. I was trained in different genres of dance when I was younger (long time ago) and I can really tell that these two have really exceptionally honed dance skills. Other kpop dancers are one dimensional and only know one type of dance. These two have powerful and clean lines and the movements are very natural with great flow. These two are from the 2nd generation kpop era and I have not seen similar singers with their level of dance skills outside of the backup dancers these days. I would compare these two to male kpop dancers. Many female kpop singers / dancers do not have the powerful movements and clean lines of male dancers. There are so many great male dancers among kpop stars but females are really weak and lacking. They mainly do cute or sexy choreographed movements which is not enough to be considered a great dancer. Also as a side note, your body propertions greatly affects your movements. As a result you have to adjust your body to certain movements to make it visually pleasing. The taller and the longer the limbs, the more awkward your movements look Even in professional dancing, these things matter and in auditiobs you get dropped automatically if you're too tall or have awkwardlu long limbs or too short. It's sad but dance is about movement, ferling, connection with audience, attitude, passion,, energy, and most importantly aethestically pleasing movements

I lived in the 2nd gen era of kpop and I am still stuck in that era my playlist is still in that era Both queens are really great dancers, but as someone who has been looking up to hyoyeon so much to me hyoyeon is the number one. The way she locks, isolate her body, sharpness and just her sexy old style mixed with popping/hiphop is just chefs kiss to me, the way she adds her own flavor to ever routine they have is just cool. I am more of a 2ne1 type of music tho
