​@@wiseup8729No, Thomas is talking shit. Most of those people couldn't afford such a penalty anyway. When people are caught unawares as happened with this flash flood they won't be charged. It's the people who go into public areas like national parks and rescue crews have to go in to retrieve them THEY can and often are charged.
