And although Reimu usually gets mad, I'd imagine even she has a breaking point, especially if someone does something REALLY mean to her on purpose, so I'd imagine this could happen sometime. First, Tenshi wants to get beat up, Second She didn't expect how she hurt Reimu's feelings after she destroyed her shrine, Third Tenshi did somehing right is fixing her shrine she accidently destroyed and Forth Reimu burns Tenshi.
I think it was because Tenshi did this who thing just get get beaten up, being a masochist and all, but then Reimu took advantage of how Tenshi can't cope with emotional pain and made her feel worse at the end. But, Reimu maybe felt sorry for her after leaving her, so used that "hax sign~ burn everything" you'll see her use at times on Tenshi so Tenshi could feel the physical pain she desired, hence "totally worth it"
