How do I explain it.....ok, the 1" is to properly join the Crotch so what I do is, i join the front leg to the back leg separately, then run a straight stitch from the front all the way to the back to sew close the Crotch. The elastic is 1.5 inches shorter than the total waist circumference. For example, if ur waist cir is 30 ",minus 1.5" from it, this gives u 28.5". So 28.5" or 28" will be the length of your elastic and this include joining allowance for the elastic.
I don't really get your question. Do u mean my Crotch line level or the Crotch extension. If your question is for the Crotch extension, I divided 1/4 of my hip circumference by 4, I.e 10.5 ÷4 = 2.6 to get my front crotch extension then for my back Crotch extension I added extra 2 inches to it.

When u finish drafting b4 u cut out your pattern, measure the front and back crotch and compare it with what you have. If it does not correspond, make the correction on the back crotch or the back rise by going out by some inches until it corresponds with what u are working with
To measure your crotch height, tie a rope on d waist area were u wear ur short, sit on a flat surface chair, then measure from your side, the distance from the rope to the surface of the chair, whatever u get is your Crotch height. For your hip level, measure from the waist line where u wear your short to the level of the fullest part of your hip, whatever u get is your hip level.

You are welcome, dear. I used the waist circumference minus 1.5". Waist = 26" - 1.5" = 24.5" the total length of elastic plus joining allowance.
