The presence of twins running in the father's side of the family has no impact on the chances of the mother having twins. Only if it's on the mother's side would it make it more likely. Fraternal twins are caused by the mother releasing two different eggs that can be fertilized at the same time. The father has no control in how many eggs are released during ovulation. If a fraternal twin father has a daughter, then she would be more likely to have twins, but it doesn't affect males like that.
