They didn't. That is why they separated both of them that night to give them a chance to cool down and ask for additional help if needed. They are both legal adults, if neither of them do anything then there isn't much more the cops can do.

The police bodycam footage also showed the cops were suspicious of her being the abuser so to separate them for the night, he got a nice hotel room paid for by the cops and she had to stay in the van but she was still looking out for him, like telling the cops to remind him not to forget his charger. I get that women are more likely to be domestic abusers but evidence pointed to him, so this could've been stopped sooner
