Children who go through the care system are often severely psychologically damaged as a result. Unfortunately as adults this means they are often incapable of making sensible decisions in any capacity. Stop blaming the individuals and start trying to get the government and society altogether to take responsibility for the ramifications of their actions and consequences of the organisations/institutions that they have built.

I was like this as a kid. Eventually you grow up. But I will say that the closing and lack of funding for youth centres has 100% had a negative impact on the communities. I was a youth worker teaching these kids programming and music production and it opened up doors for the kids that wouldn't usually get that sort of education or opportunity. Many went on to do other things based on what they learned at the youth center. Too many commenters here live sheltered lives.
