I actually saw this clip when I was a kid; made sense to me! Accents are something that people any age can learn to understand, and the terms he used were very basic.
I would love to meet a child who understood a thing he said! Not likely. And that's too bad - because TM is a fantastic technique. But, western speakers need to explain it to western children (and adults).

Maharishi would never try to explain TM to a child. This speech was meant for that reporter, not for children! First, understanding TM doesn’t help you in any way. You certainly won’t be able to practice it by understanding its mechanics, principles, or whatever. It’s just too simple for that, a bit like learning to ride a bike: try it with some guidance and there you go, a bit shaky at first but by practice you become more steady. Second: children don’t have this adult feeling that they need to understand things to be able to decide if they are good or otherwise. I think Maharishi would just say to a child: "Come, I’ll teach you something nice" and the child would feel that it’s true and learn it on the spot. That’s more or less how he taught Theresa Olson, as described in her mother’s book "Maharishi at 433".
