I found your video after FIRST going to HP windows support where the manufacturer linked to the HP PC Hardware Diagnostics website; I downloaded what I needed so as to calibrate the battery for my laptop. Their instructions were to turn off the PC, then turn it back on (with the adaptor unplugged) and press F-2 over and over until the UEFI menu displayed, the only thing it did was dim my screen. Now I'm pressing F-1 per your video and I see nothing but Microsoft Edge with how to get windows help in the search bar.
If available Fn key on keboard, then press Fn+F2 it will be make to diognostic purpose,, if fail,, please create UEFI Diognostic tool from windows,, then plug in to your pc, reboot the system,, then press F2 or Fn+F2 as toggle,, it can be help to move UEFI Diognostic tool page,. If not please let me know, i will try to fix.
